This is a DETAILS submission for TIMELINE year 2009 it
explains the Civilian Enhancement law passed in 2009 and implemented in 2010.

All enhancement facilities are to be built upon US military bases with all enhancement capacity to be turned over to the Department of Defense in an emergency.
The Department of Defense and the vice-president will oversee and run the enhancement facilities.
The enhancements will be determined by random lottery with
each eligible person being entered by category, a person can be entered
into more than one category.
Drawings take place one month in advanced of the enhancement date.
Note: This is for two reasons the public one is so that the person can make arrangements to get to the enhancement site. Number two is so that the government can run a background check to see if the person meets all the requirements. The person selected can name another person if desired to take their place but must give notice to the Department of Defense within the first week of their selection.
They are required to arrived at the enhancement center one week before their enhancement for medical check ups, education in what to expect. The person automatically receives two week paid leave from jobs for enhancement.
The following is a list of categories and percentages. With an example break down, based on 1000 enhancements per day.

Primary Requirements for eligibility for enhancements
are the following.
(1) Citizen of the United States of America.
(2) No criminal record for violent felonies.
(3) Register for the draft.
Enhancement will be withheld for the following.
(1) Conviction for any violent felony.
(2) Criminal record for nonviolent felonies or minor crimes, cannot
be enhanced for the full length of their sentence.
(3) Minimum age of 21 years , this is due to the fact that growth
spurts will disrupt the enhancement, for up to a year each.
Note: this is the basic tests applied, every citizen that
meets the requirements is entered into this group automatically. The no
felony condition is so that a convicted child or spouse abuser and serial
killers are not enhanced.
The nonviolent felonies such as fraud and minor crimes
such as shop-lifting or drunk driving is a punishment for those that are
out on parole as well as a way of lessening the pressure on the enhancement
centers.
So if for example a person has a 20 year sentence and gets
paroled after 5 years they could not be enhanced for the full 20 years
or if they got a one year suspended sentence they are ineligible for that
year.
Emergency personal
To be eligible for the Emergency selection group, must
meet primary Citizen requirements and in addition the person must belong
to a group such as law enforcement, paramedics, firemen or similar emergency
service.
If the groups are volunteers, as some fire departments are they must have 5 years of service to be eligible.
Note: this portion of the bill was introduced primarily to get as many enhanced law enforcement personal without opening up calls of a police state.
Medical selection
This group is for people with medical conditions that can not be treated effectively with normal medical treatments. For example terminal illness and organ damage.
Note: this was included so that the politicians could try and get their small percent through with out to much trouble. With the limit that they must not be in final stages with less than a month to live.
Military veteran
To be eligible for the military veteran enhancement group must meet primary citizen requirements and have served in the military prior to 2000 and left with an honorable discharge.
Note: this was designed to increase the pool of experienced manpower for the military in an emergency and by using this they can say that they are enhancing people in their middle age and older for most of these people will be over 40 years of age.
State and Congress / Senate
To be eligible for the state and congress / senate enhancement group must be selected by a committee one for congress / senate and one for each state to select people to be enhanced. These are to based upon merit for a reason for enhancement such as an award for life time service. They could also be used to reward a person who wins a notable prize such as a Noble prize.
Note: this is to allow the highest level of government both some personal control and to provide a way to enhance certain people in an emergency.
Governor/President
To be eligible for the Governor and President enhancement group must be selected by the governor of a state or the President. These are to based upon merit for a reason such as an award for life time service.
Note: the State, Congress / senate, Governor and President groups might have their groups quotas donated to the one of the other groups for the first year or two or create limited emergency temporary groups, based on unanticipated events.
The reasoning for the selection groups controlled by the government is that the politicians would not be able to resist having some control over who gets enhanced no matter how small and even this low level will give considerable power to move certain people ahead for enhancement.
Example
John Smith in 2010 is a 40 year old computer programmer. He is was a member of the army from 1988 to 1998 and now is a volunteer fireman.
So he is eligible for being selected for enhancement under
several different groups.
Number one as a citizen of the U.S.A.
Number two as a military veteran
Number three as a emergency group member
If John does something heroic such a daring rescue he could come up for
selection under the special selection groups allocated to the states, Congress/Senate
or the Governors/ President.
